What does Donald Trump's healthcare plan look like?

During the televised debate between Republican Donald Trump and Democrat Kamala Harris on September 10, Trump was unable to respond to moderators’ requests for details about his plan to replace the Affordable Care Act (ACA). “I have ideas about a plan,” Trump said, sparking widespread ridicule.

But Trump told the truth – neither he nor his party released a health care plan because their efforts to repeal the ACA failed early in Trump’s presidency. The U.S. health care system is both extraordinarily complex and extremely resistant to change, and the Trump campaign appears to be betting that voters would prefer the status quo to any major reforms.

Trump’s political plans are detailed in a section of his website called ” Agenda 47. One post is dedicated to medications and drug prices. The former president continues to promise lower Medicare drug prices, although few details are known. His campaign also promised to address shortages of certain critical drugs by bringing production back to the United States. The campaign addresses “the extreme national vulnerability caused by the lack of sufficient domestic production capacity for essential pharmaceuticals” and promises to boost domestic production. It is an assessment that is shared a report for 2023 prepared by the Senate Homeland Security and Governmental Affairs Committee.

Trump criticizes the US’s dependence on drugs exported from China. And drug shortages, particularly for medications used to treat diabetes some types of cancerare a real problem. “A significant portion of the ingredients in the medications people take in the United States are manufactured abroad, primarily in China and India,” said Jen Christensen CNN. Trump says he will take executive action to address the problem by supporting U.S. manufacturers.

Drugs and drug prices aside, the Trump campaign matters no open election campaign behind ideas for health care. While Republican-leaning think tanks have certainly put forward proposals to reform the health care system, the party itself has not been or been unable to come up with anything concrete in recent years. “Republicans will increase transparency, promote choice and competition, and expand access to new affordable health care and prescription drug options,” the said Republican Party 2024 Platform in his only attempt to address the problem.

The uncertainty was also reflected in comments from the GOP vice presidential nominee, Sen. JD Vance (R-Ohio), who discussed health care during his campaign Debate on October 1st with Democratic vice presidential candidate Gov. Tim Walz (D-Minn.). The campaign hasn’t released policy details on health care because “they’re not going to propose a 900-page bill that’s on the debate stage.” Vance said. Instead, reforms would take place as part of the “give and take of cross-party negotiations.” Vance talked about how it makes no sense to force younger, healthier people into the same risk pools as older Americans with more expensive needs. “We will actually implement regulatory reform in the health care system that allows people to choose a health plan that works for them,” Vance said said at a September rally in Raleigh, North Carolina.

The Trump campaign says it will be Protect Medicare fundingand both Trump and Vance have promised to protect Americans with pre-existing conditions. But critics have noted that Vance’s comments about separating sick and healthy Americans sound ominously like a return to the days before death Affordable Care Act was passed. “This appears to roll back part of the Affordable Care Act that took away insurance companies’ ability to deny coverage based on pre-existing conditions,” said Hafiz Rashid The New Republic.

Not everyone shares this assessment. “Senator Vance’s recommended reforms would protect people with pre-existing conditions and give them better health insurance options, goals that are not mutually exclusive,” Brian Blase said on National Review. But unless the Trump campaign releases a policy blueprint, it will likely have a difficult time resolving these disagreements over the intent and outcomes of its ideas.
