Sierra Evans, 19, was shot Saturday in the 9500 block of S. Avenue N in the city’s East Side neighborhood.

17th District Councilman David Moore said officers responded when a neighbor called 911 at 9 a.m. However, this happened hours after the shooting actually took place.

“What makes me sad is that a young lady had to, one, die alone, but two, potentially could have gotten help, immediate help, and possibly survived,” Moore said. “And perhaps we could have had enough evidence or arrested the person who did this so that we could seek justice.”

ShotSpotter was deactivated on September 23, days before Evans’ death.

The city said it is looking for an alternative to gunshot detection technology.
