FIR against Chowkidar for forging official documents

Divisional Commissioner Palamu’s secretary at the city police station has lodged an FIR against Chowkidar Upender Turiya.

City police station officer Deobrat Poddar said, “Divisional Commissioner’s Secretary Bijay Verma lodged the FIR against Chowkidar Upender Turiya at this police station on 1.10.24.”

Since the offense dates back to 2010, 2014, 2016 etc., police have invoked only sections of IPC as BNS is not applicable.

This case is registered under Sections 420,419, 471,467 and 468 of the IPC.

The IO (investigating officer) of the case is Gulsan Birwa, sub-inspector of police in Thana town. The case is bizarre and harsh. Chowkidar’s criminal propensity is the most obvious.

Police officer Poddar said, “The chowkidar hails from Garhwa district. He is said to have committed forgery/fraud there in Garhwa district.”

“Actually, the criminal case against the chowkidar in Thana Daltonganj town should have been filed at the Garhwa city police station, but since the secretary to the divisional commissioner Palamu has filed this criminal case, it is Thana town that has duly registered the case him and the investigation is ongoing,” the police officer said.

The chowkidar turned out to be Natwarlal – the big goon. His mind seems to be a batting machine.

The FIR stated, “Upender Turiya was appointed chowkidar by DC Garhwa in 2010 on compassionate grounds.”

In 2014, his educational credentials were under review when the fraud was uncovered.

The forgery was discovered in the SLC (school leaving certificate) submitted by the chowkidar Upender Turiya at the time of his application for a compassionate ground job, Poddar said.

The SLC submitted by the chowkidar for his appointment on “compassionate grounds” is said to have been issued by Lohiya Samta High School, Ketar in Garhwa. He was shown the 8th pass in the SLC.

According to the FIR, this SLC was found to be fake and fake. The then Garhwa DC sacked this chowkidar in 2014 over allegations of fake SLC.

The chowkidar didn’t stop there. He took his deception one step further.

This time he “arranged for an official letter from the Permanent Secretary to the Divisional Commissioner Palamu requesting the Divisional Commissioner to revoke his dismissal and reinstate him.” Read the FIR.

This so-called letter from the then Secretary General came from 2016.

Through this letter, his dismissal was revoked and he was reinstated by the then DC Garhwa.

However, two years later, in 2018, an audit revealed that there was no official letter from the Secretary of State revoking his dismissal and reinstatement.

It turned out that the so-called letter from the general secretary was completely fake as the then general secretary of the state had never issued a letter with this content.

The chowkidar showed another boldness and devilry.

In 2019, he appealed to the county commissioner.

However, he was fired again in 2019 after being reinstated in 2016.

This time he was fired because he was accused of producing a forged and forged letter from the Secretary of State.

It took five years for the FIR to be lodged in 2024. The chowkidar has gone into hiding.

Police officer Poddar said, “It is known that the chowkidar has moved the high court. We will arrest him soon. The law will take care of him.”

“This chowkidar is proving to be a new and persistent version of forgery and fraud without any remorse,” Poddar added.
