Giovanny Aldama Garcia, the 23-year-old dog owner, was charged with animal cruelty on Monday.

The man who left his dog tied to a fence on a highway before Hurricane Milton hit Florida has been arrested. On October 9, a male bull terrier was rescued by Highway Patrol Troopers on Interstate 75 in Tampa. The rescue video of the abandoned dog quickly spread on social media and netizens called for the arrest of its owner. However, Giovanny Aldama Garcia, 23, of Ruskin, was charged Monday with animal cruelty.

Florida Gov. Ron DeSantis condemned Garcia’s actions during a news conference at the Hillsborough County Sheriff’s Office. “As Hurricane Milton was approaching, someone decided it would be kind of a good thing to take their dog and chain it to a post on the highway,” he said.

DeSantis went on to explain that the dog was now named Trooper after being rescued. DeSantis called his owner’s actions “completely unacceptable” and said Trooper is now awaiting adoption in Tallahassee. “We said you will be held accountable and you will be held accountable,” he continued.

Dave Kerner, executive director of the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), said in a statement dated 23, of Ruskin, Florida, for aggravated cruelty to animals.”

“Our office is grateful for the unprecedented support of District Attorney Suzy Lopez and her prosecutors, especially during the state of emergency. The criminal investigation is active and ongoing and no further information is available at this time,” Kerner added.
